Tarif Pajak Bea Cukai per 1 januari 2011
Tarif Pajak Bea Cukai per 1 januari 2011 ; Untuk menggenjot peneriman negara, Menteri Keuangan Agus Martowardojo akan memberlakukan kenaikan cukai rokok sekitar Rp 10-15 per batang mulai 1 Januari 2011. Kenaikan tarif cukai ini tertugang dalam Peraturan Menteri Keuangan Nomor 190/PMK.011/2010 tentang Tarif Cukai Hasil Tembakau yang ditetapkan pada tanggal 3 November 2010.
Dalam peraturan tersebut disebutkan Tarif Cukai per batang atau Gram untuk Sigaret Kretek Mesin (SKM) Golongan I dengan batasan Harga Jual Eceran (HJE) per batang atau gram lebih dari Rp 660 naik dari Rp 310 per batang/gram menjadi Rp 325 per batang/gram.
"Sedangkan, SKM Golongan 1 dengan batasan HJE per batang/gram lebih dari Rp 630-660 juga mengalami kenaikan dari Rp 300 per batang/gram menjadi Rp 315 per batang/gram. Lalu Tarif Cukai SKM Golongan II dengan batasan HJE per batang/gram paling rendah Rp 374-380 naik dari Rp 155 per batang/gram mejadi Rp 170 per batang/gram," ujar Kabiro Humas Kemenkeu Yudi Pramadi dalam siaran pers, Selasa (30/11/2010).
Selain itu, rokok Sigaret Kretek Tangan (SKT) atau Sigaret Putih Tangan (SPT) Golongan I dengan batasan HJE per batang/gram lebih dari Rp 590 mengalami kenaikan tarif cukai dari Rp 215 per batang/gram menjadi Rp 235 per batang/gram.
SKT Filter atau SPT Filter golongan II dengan batasan HJE per batang atau gram paling rendah Rp 374-380, tarif cukainya naik dari Rp 155 per batang/gram menjadi Rp 170 per batang/gram.
Dalam lampiran tersebut disebutkan tarif cukai dan HJE minimum hasil tembakau yang diimpor jenis SKM dengan batasan HJE terendah per batang/gram Rp 661 naik dari Rp 310 per batang/gram menjadi Rp 325 per batang/gram.
Sedangkan jenis hasil tembakau SKT atau SPT dengan batasan HJE terendah per batang/gram Rp 591 tarif cukainya naik dari Rp 215 menjadi Rp 235 per batang/gram.

BBC News Website Wikileaks publishes ; A website has published what it says are 573,000 intercepted pager messages sent during the 9/11 attacks in the United States. Wikileaks says it will not reveal who gave it the messages - some of which are from federal agencies as well as ordinary citizens.
Internet analysts say they believe the messages are genuine but federal authorities have refused to comment. The attacks on 11 September 2001 left nearly 3,000 people dead. The messages are being published over a 24-hour period, ending at 0800GMT on Thursday. They are being released simultaneously on Wikileaks and social networking site Twitter.
'Live' broadcast
The website is broadcasting each message at the time it was sent originally in 2001.
The first message was from 0300 local time (0800 GMT), five hours before the first attack in New York and the last 24 hours later.
The messages are not all about the attacks. Some are mundane questions about what people are having for lunch.
However, many are about the deadly plane attacks and range from people trying to find out if their loved ones are safe, to government messages, to computer server errors.

wikileaks website Down Goes Offline Again : Trying to access WikiLeaks? It's down at the moment, with its primary host in the United States apparently pulling the plug after "mass attacks," according to WikiLeaks. WikiLeaks was booted from Amazon servers on Dec. 1, causing a brief outage, and tonight it went down again. The site had migrated to Swedish servers, per the AP.The WikiLeaks Twitter account (@WikiLeaks) took a while to respond to the outage, but finally spoke up, stating "WikiLeaks,org domain killed by US everydns.net after claimed mass attacks."
The DNS outage means that the Wikileaks.org domain name is down worldwide. The Pentagon said Wednesday it could take down WikiLeaks if it wanted to, but to that point had decided against it. With his wife and children watching on, Mr Brumby said a hung parliament now seemed the likely outcome. “The work begins tomorrow,” he said. “If we get the chance to form government then I believe we will do better and provide the exciting, fresh new policies.”
Those gathered around TVs watching Mr Baillieu's speech shortly after taunted him to “go on, claim it”, demonstrating their revived enthusiasm after a grim start to the evening's results. The ALP function is now wrapping up, with buses on offer for the trip back to the city.

While the election certainly hasn't gone as well as they hoped when the writs were issued a month ago, for the hundreds of supporters attending the party tonight, the mood has been one of excitement and pride.

Richard Di Natale is optimistic the party will increase its presence in the upper house, believing the party has kept its current three upper house seats, with Western Victoria and Eastern Victoria also potentially falling to the Greens.
Regardless of the outcome, The Greens say they are happy with their campaign, anticipating they have increased their vote by 3 per cent state-wide. Revellers are now moving onto an after-party. Victorian election 2010 results : A HUGE swing against Labor has brought down many long-standing MPs with the election results expected to see as many as 13 seats lost. Outer suburban Melbourne and key regions largely turned its back on Labor, and among those seats lost include: Mt Waverley, Gembrook, Carrum, Seymour, South Barwon, Forest Hill, Burwood, Prahran and Mitcham.

Profile Mervyn King Bank of England Governor : Mervyn King has been Governor of the Bank of England since 2003. Here is a profile of the guardian of Britain's monetary policy:
The son of a railway clerk from Chesham Bois, Buckinghamshire, the Bank of England’s Governor was marked out as exceptionally bright from an early age. When he left Cambridge in 1969 he was one of just 12 out of 200 economics students to be awarded a First. Every one of his four papers was marked "Alpha", marking him out as one of the best economists of his generation.
Mr King's next 20 years were spent as an academic. He came to prominence as a professor at the London School of Economics, producing ground-breaking papers on tax which attracted the attention of Government officials.
By the end of the 1980s he had got a toehold at the Bank of England, as a member of its "court" or board. He finally joined the Bank as its chief economist in 1991.
It was Mr King who reinvented the bank’s dusty quarterly bulletins as highly-anticipated inflation reports for the world's financial press.
A huge sports fan, he peppered his latest speech presenting the report with cricket references, and once went so far as to arrange a game between Bank of England employees and ex-Villa players. Less obvious is Mr King's love of music.
As Governor, he has been criticised by one former Monetary Policy Committee (MPC) member, David Blanchflower, as being "the old iron fist of the Bank of England''.Alternative opinions, Mr Blanchflower said, were given "short shrift''.
However another former MPC member, speaking on condition of anonymity, disagreed: "Mervyn does have a forceful and bullying personality but that's not the same as 'group think'. "It's always a risk on committees, but the structure of the MPC makes it the least likely to suffer from 'group think' because it has such a rapid turnover of external members.

Germany Drops Threat on Bonds : The first test of the twin decisions will come when markets resume trading today after speculation intensified last week that Portugal and perhaps even Spain will require external support. In a third move, Greece was told it could have an extra four-and-a-half years to repay emergency loans totaling 110 billion euros to match the seven-year term under Ireland’s deal.
“People are now going to focus on Portugal and it’s probably also going to need some help,” said Axel Merk, president and chief investment officer of Merk Investments LLC in Palo Alto, California. “We’ll maybe see some relief in markets, but governments need to show they’re getting their economies in shape.”
Six months after the Greek rescue exposed flaws in the euro’s makeup and fueled doubts whether 16 countries belong in the same currency union, policy makers again found themselves meeting on a Sunday racing to calm markets. They convened after a week in which the cost of insuring Portuguese, Irish and Spanish government debt against default rose to a record and the 10-year bond yields of those nations, Italy and Greece averaged more than 7.5 percent, a euro-era record.
German Debt Fix
The euro gained 0.3 percent to $1.3277 at 7:20 a.m. in Tokyo after weakening 3.2 percent against the dollar last week.
Germany, which built the euro on the principle of budgetary rigor, unleashed the latest phase of the crisis by demanding a “permanent” system as of 2013 that would enable fiscally troubled countries to restructure their debts and cut the value of bond holdings.
The German push ran into criticism from policy makers elsewhere who called it mistimed and from European Central Bank President Jean-Claude Trichet, who warned that it would unsettle bondholders. Germany yesterday backed away from the pitch for an automatic penalty, agreeing to give the International Monetary Fund a role in determining losses on a case-by-case basis.
The new proposal, fast-tracked from a debate set for December, would introduce “collective action clauses” for debt sold as of 2013, enabling fiscally hard-hit governments to renegotiate bond contracts. EU governments aim to enshrine it in the bloc’s treaties by mid-2013 and pair it with a new emergency liquidity fund to replace the one expiring then.
‘Herd Behavior’
Trichet yesterday called the compromise a “useful clarification” and the ECB’s Governing Council said in a statement that the Irish program will “contribute to restoring confidence and safeguarding financial stability in the euro area.”
“There’s plenty of herd behavior in the market,” EU Economic and Monetary Affairs Commissioner Olli Rehn said. “We want to clarify any possible confusion.”
Germany’s export-led economy has powered through the euro crisis, with business confidence at a record high in November and the government projecting expansion of 3.7 percent this year, the fastest pace in more than a decade. That resilience contrasts with recession in Greece and Ireland, splitting the euro region between better-off countries in Germany’s economic slipstream and poorer ones on the continent’s fringes.
Irish Interest Rate
Yesterday’s decisions bring “hope of preventing contagion spreading to other countries but do not address long-term solvency issues,” said Andrew Bosomworth, a Munich-based fund manager at Pacific Investment Management Co. “It’s a kick-the- can-down-the-road solution as opposed to acknowledging and confronting the here and now insolvency problems.”
Ireland said it will pay average interest of 5.8 percent on the loans, which break down into 45 billion euros from European governments, 22.5 billion euros from the IMF and 17.5 billion euros from Ireland’s cash reserves and national pension fund.
“I don’t believe there were any other real options,” Irish Prime Minister Brian Cowen told reporters in Dublin.
A day after more than 50,000 protesters marched through Dublin to denounce Cowen’s budget cuts to stave off financial ruin, the EU gave Ireland an extra year, until 2015, to get its budget deficit to the euro limit of 3 percent of gross domestic product.
Including the bill for propping up Irish banks, the deficit is set to reach 32 percent of GDP this year, the highest in the euro’s 12-year history.
U.K. Loan
Cowen has overseen the collapse of Ireland’s banking system and public finances, leading to recession and unemployment of close to 14 percent. Cowen’s government is also unraveling. The Green Party, a junior coalition partner, wants January elections, his party last week lost a special election for a vacant parliamentary seat and some of his own colleagues are slamming his leadership.
Close banking links led Britain, a non-euro user that didn’t contribute to Greece’s 110 billion-euro rescue in May, to contribute 3.8 billion euros to Ireland’s package.
“That is money we fully expect to get back,” Chancellor of the Exchequer George Osborne told reporters in Brussels. “It’s in everyone’s national interest and it’s in Britain’s national interest that we get some economic stability in Ireland and indeed across the euro zone.”
Portugal’s Growth
The deal for Ireland shifts attention to Portugal, which last week passed the deepest spending cuts in more than three decades with the goal of getting back under the EU’s deficit limits by 2012. HSBC Holdings Plc estimates it needs to find 51.5 billion euros over the next three years to meet its likely budget and bond redemption needs.
While Greece let the budget get out of hand and Ireland fell prey to a housing bust, Portugal suffers from a lack of competitiveness that kept average economic growth below 1 percent in the past decade. Its government has also been slower to cut its deficit than others with the central government deficit widening 1.8 percent in the first ten months of the year as Spain’s fell 47 percent.
Like Ireland, Portugal doesn’t immediately need money to run the government. It has completed this year’s bond sales and doesn’t face a redemption until April. The government debt agency plans to hold an auction of 12-month bills on Dec. 1.
“Portugal doesn’t see a need to ask for help,” German Finance Minister Wolfgang Schaeuble said yesterday.
Budget Gap
Spanish Economy Minister Elena Salgado yesterday also reiterated that her economy -- the euro zone’s fourth-largest and almost twice the size of Portugal, Ireland and Greece combined -- won’t need aid either. As well as slashing its budget gap, the country has brought regional spending under greater control and half of its debt is held at home, limiting the threat of a withdrawal by foreign investors. It too doesn’t face the first of its 45 billion euros in bond redemptions next year until April.
Investors have nevertheless expressed worry that the EU’s bailout pot may be smaller than advertised and so not large enough to save Spain. HSBC’s sums show the country needs 351 billion euros over the next three years.
In practice, the EU may only be able to deploy 255 billion euros of the 440 billion-euro European Financial Stability Facility, according to Nomura International Plc. That’s because the rescue fund is financed by issuing bonds and to secure a AAA rating, governments agreed to set aside cash and to link lending to the creditworthiness of donors.
Bailout Pool
The rest of the bailout pool consists of 60 billion euros from the European Commission and 250 billion euro pledged by the IMF. “People are now going to focus on Portugal and it’s probably also going to need some help,” said Axel Merk, president and chief investment officer of Merk Investments LLC in Palo Alto, California. “We’ll maybe see some relief in markets, but governments need to show they’re getting their economies in shape.”
Six months after the Greek rescue exposed flaws in the euro’s makeup and fueled doubts whether 16 countries belong in the same currency union, policy makers again found themselves meeting on a Sunday racing to calm markets. They convened after a week in which the cost of insuring Portuguese, Irish and Spanish government debt against default rose to a record and the 10-year bond yields of those nations, Italy and Greece averaged more than 7.5 percent, a euro-era record.
German Debt Fix
The euro gained 0.3 percent to $1.3277 at 7:20 a.m. in Tokyo after weakening 3.2 percent against the dollar last week.
Germany, which built the euro on the principle of budgetary rigor, unleashed the latest phase of the crisis by demanding a “permanent” system as of 2013 that would enable fiscally troubled countries to restructure their debts and cut the value of bond holdings.
The German push ran into criticism from policy makers elsewhere who called it mistimed and from European Central Bank President Jean-Claude Trichet, who warned that it would unsettle bondholders. Germany yesterday backed away from the pitch for an automatic penalty, agreeing to give the International Monetary Fund a role in determining losses on a case-by-case basis.
The new proposal, fast-tracked from a debate set for December, would introduce “collective action clauses” for debt sold as of 2013, enabling fiscally hard-hit governments to renegotiate bond contracts. EU governments aim to enshrine it in the bloc’s treaties by mid-2013 and pair it with a new emergency liquidity fund to replace the one expiring then.
‘Herd Behavior’
Trichet yesterday called the compromise a “useful clarification” and the ECB’s Governing Council said in a statement that the Irish program will “contribute to restoring confidence and safeguarding financial stability in the euro area.”
“There’s plenty of herd behavior in the market,” EU Economic and Monetary Affairs Commissioner Olli Rehn said. “We want to clarify any possible confusion.”
Germany’s export-led economy has powered through the euro crisis, with business confidence at a record high in November and the government projecting expansion of 3.7 percent this year, the fastest pace in more than a decade. That resilience contrasts with recession in Greece and Ireland, splitting the euro region between better-off countries in Germany’s economic slipstream and poorer ones on the continent’s fringes.
Irish Interest Rate
Yesterday’s decisions bring “hope of preventing contagion spreading to other countries but do not address long-term solvency issues,” said Andrew Bosomworth, a Munich-based fund manager at Pacific Investment Management Co. “It’s a kick-the- can-down-the-road solution as opposed to acknowledging and confronting the here and now insolvency problems.”
Ireland said it will pay average interest of 5.8 percent on the loans, which break down into 45 billion euros from European governments, 22.5 billion euros from the IMF and 17.5 billion euros from Ireland’s cash reserves and national pension fund.
“I don’t believe there were any other real options,” Irish Prime Minister Brian Cowen told reporters in Dublin.
A day after more than 50,000 protesters marched through Dublin to denounce Cowen’s budget cuts to stave off financial ruin, the EU gave Ireland an extra year, until 2015, to get its budget deficit to the euro limit of 3 percent of gross domestic product.
Including the bill for propping up Irish banks, the deficit is set to reach 32 percent of GDP this year, the highest in the euro’s 12-year history.
U.K. Loan
Cowen has overseen the collapse of Ireland’s banking system and public finances, leading to recession and unemployment of close to 14 percent. Cowen’s government is also unraveling. The Green Party, a junior coalition partner, wants January elections, his party last week lost a special election for a vacant parliamentary seat and some of his own colleagues are slamming his leadership.
Close banking links led Britain, a non-euro user that didn’t contribute to Greece’s 110 billion-euro rescue in May, to contribute 3.8 billion euros to Ireland’s package.
“That is money we fully expect to get back,” Chancellor of the Exchequer George Osborne told reporters in Brussels. “It’s in everyone’s national interest and it’s in Britain’s national interest that we get some economic stability in Ireland and indeed across the euro zone.”
Portugal’s Growth
The deal for Ireland shifts attention to Portugal, which last week passed the deepest spending cuts in more than three decades with the goal of getting back under the EU’s deficit limits by 2012. HSBC Holdings Plc estimates it needs to find 51.5 billion euros over the next three years to meet its likely budget and bond redemption needs.
While Greece let the budget get out of hand and Ireland fell prey to a housing bust, Portugal suffers from a lack of competitiveness that kept average economic growth below 1 percent in the past decade. Its government has also been slower to cut its deficit than others with the central government deficit widening 1.8 percent in the first ten months of the year as Spain’s fell 47 percent.
Like Ireland, Portugal doesn’t immediately need money to run the government. It has completed this year’s bond sales and doesn’t face a redemption until April. The government debt agency plans to hold an auction of 12-month bills on Dec. 1.
“Portugal doesn’t see a need to ask for help,” German Finance Minister Wolfgang Schaeuble said yesterday.
Budget Gap
Spanish Economy Minister Elena Salgado yesterday also reiterated that her economy -- the euro zone’s fourth-largest and almost twice the size of Portugal, Ireland and Greece combined -- won’t need aid either. As well as slashing its budget gap, the country has brought regional spending under greater control and half of its debt is held at home, limiting the threat of a withdrawal by foreign investors. It too doesn’t face the first of its 45 billion euros in bond redemptions next year until April.
Investors have nevertheless expressed worry that the EU’s bailout pot may be smaller than advertised and so not large enough to save Spain. HSBC’s sums show the country needs 351 billion euros over the next three years.
In practice, the EU may only be able to deploy 255 billion euros of the 440 billion-euro European Financial Stability Facility, according to Nomura International Plc. That’s because the rescue fund is financed by issuing bonds and to secure a AAA rating, governments agreed to set aside cash and to link lending to the creditworthiness of donors.

“If we could rely on robust demand in the rest of the world, we might be less concerned about the impact of the fiscal shock, but there is a whole lot of uncertainty out there,” said Peter Dixon, of Commerzbank.
Not all economists were pessimistic. Ben Broadbent, of Goldman Sachs, and Neville Hill, of Credit Suisse, argued that a good part of the fiscal tightening could be absorbed. “Fiscal tightening needn’t be a problem for an economy if it has an independent monetary policy and floating currency; is competitive; and has a private sector in surplus. The UK has exhibited all of those qualities,” Mr Hill said.

Clearly, some part of the iOS's perspective on time zones and daylight savings is skewed. Indeed, the last Sunday in October is the right day to end the U.K.'s summer time, but the iPhone alarm clock apparently didn't get the memo. In the United States, though, we don't "fall back" until the first Sunday in November, thanks to a 2007 change to DST rules.
In Mr. Seff's unfortunate case, then, the Clock app's bug isn't just trying to ring in DST a week early, since it seems backwards too--when the clock turns back next week, the alarm should ring an hour later than it would otherwise.
